Frank was nice, but very unprepared and a bit sketchy. He did not get a permit for the work, and when I asked him to go obtain one, he tried to ask me to pay for it up front, claiming he did not have the money to pay for it. He also tried to ask me to pay 50% up front before work even began. City Utilties of Springfield advised me that it is extremely uncommon for payment to be requested upfront for these types of jobs, and the maintenance worker who came out to do the main power shut off initially stated that he would be very hesitant to pay anyone before work was complete.
